NDM3660 Alun Davies (Mid and West Wales): Culture and Social Justice, Enriching our Communities. NDM3657 William Graham (South Wales East) To propose that the National Assembly for Wales: Calls on the Assembly Government to ensure the right of patients in Wales to choose an NHS hospital that suits their needs. NDM3658 Kirsty Williams (Brecon and Radnor) The National Assembly for Wales: 1. Notes that a property’s market value is often unrelated to the income of its occupants; 2. Deplores the 'regressive’ nature of council tax; 3. Notes that high increases in council tax disproportionately affect the poor; 4. Believes that a local tax should be based on a fairer system which reflects residents’ ability to pay; and 5. Calls on the Welsh Assembly Government to include a review of local government taxation as part of the independent Commission to review Assembly funding and finance

To propose that the National Assembly for Wales, in accordance with Standing Order 23.103: Grants leave for Jenny Randerson to introduce a Member Proposed Measure to give effect to the pre-ballot information tabled on 22 June 2007 under Standing Order 23.102. Amendment Tabled on 14 September 2007

To propose that the Assembly resolves to adopt the following amendments to motions: NDM3658 Rhodri Morgan (Cardiff West) Delete all after point 1 and replace with: 2. Welcomes the commitment of the Welsh Assembly Government to maximising the assistance available to Welsh residents from council tax benefit and to develop schemes further to provide additional assistance.
