1: Introduction, apologies and substitutions (9.01 – 9.02)
1.1The Chair welcomed Committee members and members of the public.
1.2 Apologies were received from Alun Davies and Bethan Jenkins, there were no substitutions.
2: Scrutiny of Welsh Government 2011/2012 draft budget (9.04 –11.00 )

CC(3)-17-10 (p3) – Minister for Social Justice and Local Government
2.1 The Committee scrutinised the Welsh Government on the draft budget.
The Deputy Minister for Housing was asked to provide a note on the Arbed – Strategic energy performance investment programme.
The Minister for Heritage to provide a note on the UK Government’s reduction in funding for ‘Visit Britain,’ and the anticipated impact of such budget cuts for Wales.
Motion under Standing Order 10.37 to resolve to exclude the public from the meeting for Items 3 and 4
2.1 The Chair moved a motion, under Standing Order 10.37(ix), to resolve to exclude the public from the meeting, to discuss matters relating to the Committee’s internal business
2.2 The Committee agreed to the motion.
3: Scrutiny of Welsh Government 2011/2012 draft budget – Members’ consideration of key issues (11.00 – 11.27)
3.1 The clerk was asked to circulate a draft report to Members for agreement via e-mail.
4: Inquiry into accessibility of arts and cultural activities across Wales – Consideration of emerging themes (11.27 – 11.30)
4.1 The Committee agreed to give further consideration to the themes and issues arising from this inquiry at their next meeting.
