Energy Bill [HL]

8 December 2010 - 1st Reading of the Energy Bill in the House of Lords.

14 January 2011 - Legislative Consent Memorandum laid by the Welsh Government in relation to clauses in the Bill which deal with the environmental powers of the Coal Authority in England and Wales.

25 January 2011 – Legislative Consent Motion considered and approved by the Assembly in plenary.

1 June 2011 – Amendments tabled by the UK Government to the Bill during Committee Stage in the House of Commons

3 June 2011 – Supplementary Legislative Consent Motion laid by the Welsh Government in relation to the new clauses in the Bill which deal with:

  • abandonment of infrastructure converted for Carbon Capture Storage demonstration projects; and

  • compulsory purchase order powers for change of use of existing pipelines.

21 June 2011 – Supplementary Legislative Consent Motion considered and approved by the Assembly in plenary.

18 October 2011 - The Energy Act 2011 receives Royal Assent in Parliament.

Localism Bill

13 December 2010 – 1st Reading of the Localism Bill in the House of Commons.

25 January 2011 – Legislative Consent Memorandum laid by the Welsh Government in relation to clauses in the Bill which deal with:

  • local government pay accountability;

  • the abolition of the duty to promote local democracy and the petitions duty;

  • the discharge of homeless duties in the private rented sector; and

  • the transfer of functions from the Office for Tenants and Social Landlords to the Homes and Communities Agency.

8 February 2011 – Legislative Consent Motion considered and approved by the Assembly in plenary.

10 May 2011 – Amendments tabled by the UK Government to the Bill during Report Stage in the House of Commons.

23 May 2011 – Supplementary Legislative Consent Memorandum laid by the Welsh Government in relation to the new clauses in the Bill which deal with:

  • general power and charging powers for Fire and Rescue Services; and

  • the provision of advice and assistance in relation to land of community value.

14 June 2011 – Supplementary Legislative Consent Motion considered and approved by the Assembly in plenary.

30 June 2011 - Amendments tabled by the UK Government to the Bill in House of Lords.

6 July 2011 - Supplementary Legislative Consent Memorandum laid by the Welsh Government in relation to the new clauses in the Bill which deal with:

  • Tenancy deposit schemes; and

  • Houses of Multiple Occupation (HMO) licensing

12 July 2011 Supplementary Legislative Consent Motion considered and approved by the Assembly in plenary

5 September 2011 - Amendments tabled by the UK Government to the Bill in House of Lords.

20 September 2011 - Supplementary Legislative Consent Memorandum laid by the Welsh Government in relation to further clauses in the Bill which deal with:

  • compulsory purchase order planning assumptions;

  • ground 16 of schedule 2 to the Housing Act 1985; and

  • assets of community value

4 October 2011 - Supplementary Legislative Consent Motion considered and approved by the Assembly in plenary.

15 November 2011 - The Localism Act 2011 receives Royal Assent in Parliament.

Education Bill

26 January 2011 – 1st Reading of the Education Bill in the House of Commons.

7 February 2011 – Legislative Consent Memorandum laid by the Welsh Government in relation to clauses in the Bill which deal with the provision of information in connection with schools and funded education (otherwise than at school).

1 March 2011 – Legislative Consent Motion considered and approved by the Assembly in plenary.

23 May 2011 – Supplementary Legislative Consent Motion laid by the Welsh Government in relation to the new clauses in the Bill which deal with charges at Boarding Academies.

14 June 2011 – Supplementary Legislative Consent Motion considered and approved by the Assembly in plenary.

13 October 2011 - Amendments tabled by the UK Government to the Bill in the House of Lords

13 October 2011 - Supplementary Legislative Consent Memorandum laid by the Welsh Government in relation to a further clause in the Bill (Clause 23) which will:

  • amend sections 32A and 32B of the Education Act 1997 in relation to the regulation of qualifications in Wales and sections 151 and 152 of the Apprenticeships, Skills, Children and Learning Act 2009, which sets out the equivalent powers for Ofqual in England

1 November 2011 - Supplementary Legislative Consent Motion considered and approved by the Assembly in Plenary

15 November 2011 - The Education Act 2011 receives Royal Assent in Parliament.

Public Services (Social Value) Bill

30 June 2010 - 1st Reading of the Public Services (Social Enterprise and Social Value) Bill in the House of Commons. The Bill is a Private Members' Bill (Ballot Bill) introduced by Chris White MP.

19 October 2011 - Name of Bill changed by UK Parliament to Public Services (Social Value) Bill.

27 October 2011 - Legislative Consent Memorandum laid by the Welsh Government in relation to:

  • provisions applying to bodies whose functions being wholly or mainly devolved in so far as they relate to Wales, are within the National Assembly for Wales’ competence, but which operate on a much broader front than in Wales. They include: the Environment Agency, the Forestry Commission, the UK Commission for Education and Skills and the Food Standards Agency.

22 November 2011 - Legislative Consent Motion considered and approved by the Assembly in Plenary.

8 March 2012 - The Public Services (Social Value) Act 2012 receives Royal Assent in Parliament.

Protection of Freedoms Bill

11 February 2011 - 1st Reading of the Protection of Freedoms Bill in the House of Commons.

10 November 2011 - Legislative Consent Memorandum laid by the Welsh Goverment in relation to:

  • a clause amending the Freedom of Information Act 2000 requiring public authorities to proactively publish datasets in a reusable format when a dataset is requested by an applicant

9 January 2012 Constitutional and Legislative Affairs Committee report on the LCM.

31 January 2012 Legislative Consent Motion considered and approved by the Assembly in plenary.

1 May 2012 The Protection of Freedoms Act 2012 receives Royal Assent in Parliament.
