This Assembly:

a) notes the Welsh Government's proposal to designate 8 per cent of Wales as NVZ or to designate Wales's 'Whole Territory' as a NVZ;

b) is concerned that the Welsh Government has not published a Regulatory Impact Assessment;

c) is concerned with the NFU's finding that 73 per cent of slurry-producing farms have insufficient storage to meet proposed requirements and it will cost them an estimated average of £79,957 to comply;

d) calls upon the Welsh Government to consider alternative approaches, including: voluntary agreements; better use of soil and rainfall and other big data and best practice from other EU nations.
