This paper has been prepared for consideration by the National Assembly for Wales Commission. 1.0 Purpose and summary of issues

1.1 The Remuneration Board, established by the National Assembly for Wales (Remuneration) Measure 2010, is the statutory independent body with responsibility for setting the pay and allowances for Assembly Members.  The Board is required to make its Determination in writing, and to communicate its Determination to the Commission.

1.2 Under Sections 12 and 15 of the Measure, the Commission is required to publish and lay before the Assembly any Determination and accompanying report produced by the Board as soon as is reasonably practicable.

2.0 Recommendations

2.1 The Commission are asked to note the Determination and report of the Remuneration Board, and to publish them on the website on Tuesday 15 March.  On the same day, the Determination and report will also be laid formally in the Table Office.

3.0 Discussion

3.1 The Remuneration Board is the statutory independent body with responsibility for setting the pay and allowances for Assembly Members.

3.2 On the first occasion it makes a Determination, the Measure places a duty on the Board to have regard to the recommendations of the Independent Review Panel on financial support for Assembly Members, which reported in 2009, and, if it chooses to depart from any of the 108 recommendations, to set out in writing its reasons for doing so.

3.3 The Board’s Determination, and accompanying report, will be made available to the Commission on 14 March.

3.4 Under Sections 12 and 15 of the Measure, the Commission is required as soon as is reasonably practicable to publish and lay before the Assembly the Board’s Determination and accompanying report.
