Draft legacy report for the Assembly Commission

This paper has been prepared for consideration by the National Assembly for Wales Commission. It has been deemed suitable for publication after such consideration in line with the Commission’s rules for conduct of business. Premature publication or disclosure of the contents of this paper is not permitted as this might prejudice the Commission’s deliberations
1.0 Purpose and summary of issues
1.1A draft legacy report has been prepared so that the experience of the Assembly Commission during the Third Assembly is captured to inform the work of the successor Commission. The attached paper is an initial draft which will require further work, editing and checking. For example, we will want to ensure that it covers the whole of the Third Assembly, to add further detail in some parts, and to take account of Commissioners’ comments.
2.1The Assembly Commission is invited to comment on the draft report, and to consider the following questions:
are Commissioners content with the structure and focus of the report?
is there any additional material Commissioners wish to include?
are there any further recommendations that Commissioners would like to place on record in the legacy report?
do Commissioners wish to comment on the final draft of the report before it is published?
do Commissioners agree the proposed publication date of w/c 9 May 2011?
3.1The draft legacy report contains:
an introductory section setting out the role of the Commission;
the Commission’s approach to strategy and organisation;
milestones and highlights of the Third Assembly; and
the Commission’s five strategic goals, including recommendations to the successor Commission on each of the goals.
3.2 The legacy report will be published. As Commissioners hold office until another Assembly Member is appointed as a replacement, the proposed date of publication is during the week after the election.
