Pre-ballot Information: Outline Proposed Legislative Competence Order
Outline of proposed Order
To amend the legislation in relation to vehicle registration plates.
Pre-ballot Information: Explanatory Memorandum
Policy Objectives of the Proposed Order
The displaying of national flags and motif's on vehicle number plates (with the exception of the European Union emblem and GB initials) continues to be illegal throughout the UK under Part IV, Section 16, of the
Road Vehicles (Display of Registration Marks) Regulations 2001.
Soon after the above regulations came into force, the UK Government proposed to make amendments allowing national flags to be displayed on vehicle number plates. Despite continued consultation and desire to implement these changes, no amendments to the original legislation have yet been made. An official at the Driver and Vehicle Licensing Agency (DVLA) has noted that, as an interim policy, enforcement agencies throughout the UK have been advised to take a 'relaxed approach to implementation of this regulation'.
