Ms Beasley: Good morning, everyone. Welcome to the first meeting of the Proposed Welsh Red Meat Industry LCO Committee. The first item on today’s agenda is the election of a chair. I call for nominations under Standing Order No. 10.18.

Brynle Williams: I nominate Mick Bates.

Mick Bates: We have not received any apologies. I will make opening remarks about the usual process of the committee. In the event of a fire alarm, Members should leave the room by the marked fire exits and follow instructions from the ushers and staff. No test is forecast for today. Please ensure that all mobile phones, pagers and BlackBerrys are switched off, as they interfere with the broadcasting equipment. The National Assembly for Wales operates through both the Welsh and English languages. Headphones are provided, through which simultaneous translation may be received. For those who are hard of hearing, the headphones can also be used to amplify the sound. Interpretation is available on channel 1 and the verbatim feed is on channel 0. Please do not touch any of the buttons on the microphones, as this can disable the system, and please ensure that the red light is on before you speak.

Mick Bates: The role of this committee is to consider and report on the proposed National Assembly for Wales (Legislative Competence) (Agriculture and Rural Development) Order 2008. You will see what that means from the paper, if I can spell out the bit that sets out what we do. First, we have to look at the scope of this committee. We have agreed on the scope of the pre-legislative scrutiny and that has been set out. It is:

'to decide whether the general principles of the proposed Order, i.e. that legislative competence as specified in "Matter 1.1”, should be conferred on the Assembly’,

and

'to decide whether the proposed Order provides an appropriate framework for the delivery of the policy proposals on the welsh red meat industry. In particular, to consider whether the terms of the proposed Order are too broadly or too narrowly defined’.

Are Members content with the scope of the committee’s scrutiny? I see that you are.

We will therefore issue a call for evidence and invite written submissions from specific consultees over the next four weeks. Are Members content with that approach? I see that you are.

We have provided a list of consultees, and suggested organisations that may be interested in giving evidence. Are Members content with that list? I see that you are. Thank you very much.

Finally, we have in front of us a timetable for a four-week consultative period, during which, if possible, we will take oral evidence. As Members are aware, the establishment of this particular LCO committee was delayed, but that will not jeopardise the principle of having a full consultation, giving all organisations ample time to respond to the call for evidence. We will endeavour to complete that and to bring a draft written report before the committee on 9 September.

Ann Jones: It will be December, Chair.

Mick Bates: I got the month wrong again. It is because my birthday is on September. [Laughter.] That will be on 9 December, to get it right on the record. Are Members content with that proposed timetable? I see that you are. Are there any further comments at this stage?

Nerys Evans: The legislative competence Order is available only in English at the moment. I have been a member of other committees where the LCOs were available in Welsh. Would it be possible for this LCO to be available in Welsh, particularly if we are to consult on it? It is important that we do not send out a document that is available only in English.

Those papers will definitely be sent out bilingually. I wish to put on record that all papers for public consultation are sent out bilingually.

To return to the proposed timetable with which Members were content, I confirm that that currently contains an extension of one week, so we will have to write to Business Committee to get that. Are Members happy for me to write to Business Committee about that? I see that you are.
