1: Election of the Chair (9.00 – 9.03)

1.1 The Committee Clerk asked for nominations for temporary Chair, in accordance with Standing Order 10.19

1.2 Dai Lloyd nominated Joyce Watson, there were no other nominations. Joyce Watson was elected as temporary Chair.

2: Introduction, apologies and substitutions (9.03 – 9.03)

2.1The Chair welcomed Committee members and members of the public.

2.2 Apologies were received from Alun Davies and Sandy Mewies, Ann Jones was substituting for Alun Davies and Lorraine Barrett for Sandy Mewies.

Motion under Standing Order 10.37 to resolve to exclude the public from the meeting for Item 3

2.1 The Chair moved a motion, under Standing Order 10.37(ix), to resolve to exclude the public from the meeting, to discuss matters relating to the Committee’s internal business


2.2 The Committee agreed to the motion.

3: Committee Forward Work Programme (9.03 – 9.14)

3.1 The Committee agreed to conduct a short inquiry into the Police Reform and Social Responsibility Bill.

4: Inquiry into Private Rented Sector – evidence gathering (9.14 – 10.57)

4.1 The Committee took evidence from the Chartered Institute of Housing Cymru, the National Landlords Association, Agorfa Cefni, the WLGA, the All Wales Chief Housing Officers Panel (AWCHOP) and the Homelessness Network as part of their inquiry into the Private Rented Sector.

Actions

  • The Clerk was asked to circulate a link to the Chartered Institute of Housing Policy Briefing paper on Empty Properties to Members.  

  • The National Landlords association was asked to provide a note on the number of landlords that action has been taken against.

  • The National Landlords association was asked to provide  the number of properties that are owned by the Association’s Members, and to clarify what percentage of PRS properties in Wales this represents

  • The Clerk was asked to send the National Landlords Association several questions that Members did not have time to ask.

  • AWCHOP was asked to provide a note on the proportion of Private Rented Sector tenants that are in receipt of housing benefits.

Motion under Standing Order 10.37 to resolve to exclude the public from the meeting for Item 5

4.1 The Chair moved a motion, under Standing Order 10.37(ix), to resolve to exclude the public from the meeting, to discuss matters relating to the Committee’s internal business

4.2 The Committee agreed to the motion.

5: Inquiry into accessibility of arts and cultural activities across Wales – Consideration of draft report (10.57 – 11.14)

5.1 The Clerk was asked to amend the draft report, following Members’ comments.

5.2 The Committee agreed that the draft report would be considered again at the meeting on 13 January.
