Pre-ballot Information

A Member must provide ‘pre-ballot information’ to set out the intended purpose of their proposed Bill before it is entered into the Presiding Officer's ballot. This information is set out below.

Policy Objectives of the Bill

To introduce greater openness in renewable energy projects, it is proposed that a public register be created to detail what developers offer, have offered or will offer in the way of community benefits as part of their scheme.  It will also require a statement of community benefit to be submitted to accompany a planning application for some renewable energy projects.  This bill will promote transparency and best practice commercially among developers of sustainable energy by removing the secrecy that can exist regarding the community benefits they offer or provide.

This legislation has been already been identified by the Scottish Government as necessary to ensure communities have a greater understanding on how they stand to benefit from sustainable energy projects.
