Policy Objectives of the Bill
This Bill will amend the Town and Country Planning Act to provide for a presumption against the development of reservoirs and the land immediately surrounding them.
Reservoirs can be an important amenity for local areas – providing a sense of community identity as well as promoting health, recreation and well-being. However, reservoirs are often privately owned and can be disposed of by the owners once they are no longer used for supplying water.
Often, the decision to dispose of a reservoir can be controversial, and local residents can strongly oppose the decision. As a result, planning decisions can take years to progress and can be costly for the person intending to dispose of the reservoir and the local authority.
This Bill will provide local authorities, and their planning authorities with the legal basis to refuse developments on or in the immediate vicinity of reservoirs.
Many of my constituents have contacted me regarding planning applications for Llanishen Reservoir in Cardiff. There is strong local support for protection of this reservoir.
I have begun consulting with stakeholders about this Bill.
