Mae'n rhaid cyflwyno Cwestiynau Ysgrifenedig o leiaf bum diwrnod gwaith cyn y maent i gael eu hateb.  Yn ymarferol, bydd Gweinidogion yn ceisio ateb o fewn saith neu wyth diwrnod ond nid oes rheidrwydd arnynt i wneud hynny. Caiff yr atebion eu cyhoeddi yn yr iaith y maent yn cael eu darparu, gyda chyfieithiad i'r Saesneg o ymatebion a ddarperir yn Gymraeg.

Gofyn i Ysgrifennydd y Cabinet dros yr Economi a'r Seilwaith

Suzy Davies (Gorllewin De Cymru): Yn dilyn y cyhoeddiad gan Ysgrifennydd y Cabinet dros Gyllid a Llywodraeth Leol ym mis Gorffennaf 2016 ynghylch ailddyrannu £1.3 miliwn i helpu gyda chefnogaeth rhyddhad ardrethi busnes ar gyfer busnesau yn ardal fenter Port Talbot, faint o fusnesau a gyflwynodd cais, faint oedd yn llwyddiannus, a pha fanteision i'r economi leol a chreu swyddi cynaliadwy a ragwelir yn awr bod Ysgrifennydd y Cabinet yn gwybod pa fusnesau lwyddodd a'r hyn y maent wedi'i addo? Ysgrifennydd y Cabinet dros yr Economi a'r Seilwaith (Ken Skates): The Enterprise Zone Business Rates Scheme has offered financial support of £650,000 to 31 businesses located in the Port Talbot Waterside Enterprise Zone to help offset the cost of their business rates in 2016/17. The Enterprise Zones Business Rates Scheme in Port Talbot Waterfront was targeted at businesses that have growth plans, or supply chain links. While it is not possible to directly attribute numbers of jobs created to the Enterprise Zones Business Rates Scheme, businesses in receipt of the support in the Port Talbot Enterprise Zone have demonstrated positive benefits to their company by either demonstrating that they intend to increase or safeguard jobs, increase productivity, or engage in innovation.

(WAQ73910) Suzy Davies (Gorllewin De Cymru): Ar ôl i'r llong deithio Saga Pearl beidio â docio yn Abertawe ar 2 Gorffennaf 2017 fel y cynlluniwyd, a wnaiff Ysgrifennydd y Cabinet gadarnhau a oes unrhyw ddirwyon wedi cael eu gosod ar Cruise Wales gan unrhyw gyrff ac a yw Llywodraeth Cymru wedi cymryd camau a gosod unrhyw ddirwyon ar unrhyw gyrff neu sefydliadau sy'n gysylltiedig ag hyn? (WAQ73911) Suzy Davies (Gorllewin De Cymru): A wnaiff Ysgrifennydd y Cabinet amlinellu pa gamau ychwanegol y mae angen eu cymryd i sicrhau bod llongau teithio yn gallu docio yn Abertawe, o ystyried nad oedd llong deithio'r Saga Pearl yn gallu gwneud hynny ar 2 Gorffennaf 2017 fel y cynlluniwyd? Ken Skates: The Saga Pearl was originally due to call in Swansea on Tuesday 4 July but Saga cruises made the decision to change the arrival date to 2 July. They were informed by Associated British Ports that the tide timetable for the Sunday would only allow them to arrive at 01:30 and depart at 12:00 as the Port is lock based with entry and departure tidal dependant.

In view of the new timing and the related tidal access window, Saga would not have been able to offer a quality period of time in the Port or run tours for their passengers. Therefore the decision was taken reluctantly to move the call to Holyhead with Cruise Wales working closely with Saga to ensure Wales still benefited from the Pearl’s call.

Constructive discussions are ongoing with the Operations Director for Saga to ensure that Swansea port will be on the call list for the future. No fines have been imposed; either on Cruise Wales by any bodies or by the Welsh Government on any bodies or organisations.

Ken Skates: We will publish a full business case in relation to the automotive technology park later in the year, which will of course be informed by relevant expertise and assessments, as well as the views emerging from the current stakeholder engagement.  We do not intend to publish the specific details of individual areas of advice received in advance of this.  In terms of the pipeline of projects, it would be inappropriate to disclose the names of individual companies whilst we are discussing the development of potential projects.

Ysgrifennydd y Cabinet dros Gymunedau a Phlant (Carl Sargeant:) The Welsh and UK Governments' priority at this time is on high-rise residential buildings.

In relation to other buildings we will continue to monitor the advice of the UK Government Expert Panel and consider any recommendations from the Welsh Fire Safety Advisory Group.

Landlords of all residential buildings will want to assure themselves and their tenants that all relevant fire safety precautions are in place and that risk assessments are up-to-date. They can also draw on the advice issued by the Department for Communities and Local Government on additional precautionary measures.
