Gofyn i'r Gweinidog Addysg a Sgiliau

Janet Finch-Saunders (Aberconwy): Sut y mae'r Gweinidog yn gweithio gydag awdurdodau lleol i sicrhau diogelwch staff a disgyblion o ran cysylltiad ag asbestos yn adeiladau ysgolion a cholegau ar bob adeg? (WAQ69698)

Derbyniwyd ateb ar 2 Chwefror 2016

Gweinidog Addysg a Sgiliau (Huw Lewis):  Legislation is in place to regulate the management of asbestos with the Health and Safety Executive overseeing the enforcement of the Control of Asbestos Regulations 2012.

It is accepted that asbestos in school buildings is safe if left undisturbed. It is safer to leave undamaged asbestos in situ and subject to regular assessment, rather than creating additional fibre or dust disturbance through its removal.

In May 2014, I published guidance on Asbestos Management in Schools to ensure that local authorities in Wales, as duty holders, have the appropriate support available so that they can safely manage, monitor and, if required remove, asbestos in our school buildings.  An Asbestos Management in Schools working group has also been formally established to ensure that guidance remains current and appropriate.

We provide capital investment for the educational estate through our 21st Century Schools and Education Programme.  Band A of the Programme runs until 2019 and will see the rebuild and refurbishment of over 150 schools and colleges across Wales.  In addition, Local Authorities can use funds in the Revenue Support Grant to keep their schools buildings maintained and in a good state of repair.

Gweinidog yr Economi, Gwyddoniaeth a Thrafnidiaeth (Edwina Hart): There are specific contractual requirements relating to industrial action outlined in the Wales and Borders franchise which apply to Arriva Trains Wales services operating on the Cambrian Line.
